The Elmont – Ladysmith 574 500kV line in DOM zone is scheduled to be out of service from October – December 2024 under eDART ticket 819852. This outage is the first of multiple outages scheduled over the next two years to wreck and rebuild due to Dominion’s End of Life criteria. The upgrade is under RTEP b3020 which has a required in-service date of May 29, 2026.

In order to meet the RTEP in-service requirement date of May 29, 2026, PJM has approved this outage request as it does not jeopardize reliability or pose any significant risk to the system.


On July 2, 2024 BG&E removed the Conastone 500-2 500/230kV transformer from service due to an identified gassing issue under eDART ticket 1191308. Upon further investigation by BG&E and the transformer manufacturer, it was confirmed a phase of the 500-2 transformer is damaged beyond repair and will need to be replaced. BG&E is currently utilizing one on-site spare phase on the Conastone 500-4 transformer and is in the process of installing the replacement “C” phase in Conastone 500-4. Once all equipment is in place, BG&E will need to take following actions to restore the system to normal:


   - Remove the Conastone 500-4 transformer from service under eDART ticket 1194991 on 08/16
     - Creating a scenario where both Conastone 500/230kV transformers are out of service simultaneously
   - Reconfigure the substation to reconnect the spare transformer currently utilized on the Conastone 500-4 and connect
        it to Conastone 500-2
   - Return the Conastone 500-2 transformer to service on 08/19 under eDART ticket 1191308
   - Connect the newly delivered spare to the Conastone 500-4 transformer
   - Return the Conastone 500-4 transformer to service on 08/25 (eDART ticket 1194993) to return the system to normal
     configuration


PJM has reviewed and approved the plan. The schedule provided above is subject to change based on system conditions, forecasted demand, unscheduled generation and transmission outages. The plan timeline will shift into September if projected system conditions identify reliability issues.


The end date of eDART ticket 1191308 for the Conastone 500-2 500/230kV transformer was changed in error on 08/10 13:52. The end date was reverted back to 8/19 at 18:00 after confirmation from BG&E.

In an effort to enhance transparency, PJM System Operations is sharing its internal Operating Memo (OM) PDF that is used for guidance to commit long lead generation for transmission congestion in light of recent unit deactivation notifications in the Baltimore Gas & Electric (BGE) transmission zone.



On 11.17.2023, DPL provided PJM with updated ratings on multiple transmission facilities following comprehensive system inspections, including the ratings on the Piney Grove 230/138kV transformer and New Church – Oak Hall 13765 138kV line. DPL is developing a plan for the impacted transmission facilities, beginning with the New Church – Oak Hall 13765 138kV line and Piney Grove 230/138kV transformer. DPL will implement the actions for the New Church – Oak Hall 13765 138kV line and will restore the permanent ratings at the completion of eDART 1146804. The mitigation work on the Piney Grove transformer will begin in mid-December and will partially restore the ratings at the completion of eDART ticket # 1148478.

Silver Run-Hope Creek 230 kV line ratings

On 4.27.2022, the transmission owner of the Silver Run-Hope Creek 230 kV line is able to revise the temporary ratings of the line. The transmission owner still plans to repair the damaged cable during a scheduled outage in the fall of 2022 (eDART #993622). It is expected that the line will return to its original ratings after the #993622 outage.

Silver Run-Hope Creek 230 kV line ratings

On 6.10.2021, the Silver Run-Hope Creek 230 kV line tripped due to a submarine cable failure. The line was returned to service on 6.18.2021 with reduced ratings. The transmission owner is planning to repair the damaged cable during a scheduled outage in the fall of 2022 (eDART #993622). It is expected that the line will return to approximately its original ratings after the #993622 outage.

First Energy Bulk Ratings Change

First Energy recently completed a comprehensive review of BES facility ratings for all its 5 operating zones: ME, JC, PN, FE, APS. The review included field walkdowns of installed equipment, back-office reviews of prints and other source documentation, and verification of all BES substation equipment and transmission ratings against established company equipment and facility methodologies. Implementation schedule for the new ratings is as follows:


November 3, 2021: FE-East (ME, JC, PN) XLS
November 10, 2021: FE-West (FE) XLS
November 17, 2021: FE-South (APS) XLS



PEPCO Holdings

Pepco Holdings recently completed a comprehensive review of BES facility ratings for all its 3 operating companies: Pepco, Delmarva Power, and Atlantic City Electric. The review included field walkdowns of installed equipment, back-office reviews of prints and other source documentation, and verification of all BES substation equipment and transmission ratings against established company equipment and facility methodologies. The review results were presented to the PJM Planning Committee meeting on May 11, 2021 and the Operating Committee meeting on May 14, 2021.

ComEd Switching to Ambient Ratings
ComEd will stop using seasonal ratings and begin using ambient ratings. The changeover is scheduled to occur on Monday, December 21, 2020 at 10:00 EST. Please refer to the Ratings Information page to view the ambient ratings for the ComEd facilities. The 50-Day rating will be used to represent the seasonal Winter rating, until the changeover occurs on Monday, December 21, 2020.



On Monday July 13, 2020 both MISO and PJM will disable constraint relaxation for Market to Market coordinated flowgates in accordance with the MISO-PJM Joint Operating Agreement. This date is subject to rescheduling based on system conditions on July 13th.



PPL Electric Utilities recently updated its ratings methodology. The updated methodology incorporates substation minor equipment limitations, such as bay conductor, down comer and bus conductor, as part of the overall facility ratings. The ratings methodology was presented at the PJM Planning Committee Meeting on Oct 17, 2019 PDF.

EKPC Spurlock Area Line Changes

The Spurlock–Renaker, Spurlock-Stanley Parker, Spurlock-Stuart, and Spurlock-Meldahl Dam lines in EKPC zone are scheduled to be out of service in March and/or April 2019 under eDART tickets 797401 and 797407. These outages, in conjunction with tickets 701460 and 701476, are needed for clearance to relocate and decouple the double-circuited Spurlock - Maysville Industrial Tap 138 kV & Spurlock - Flemingsburg 138 kV line segments. The upgrade is under RTEP b2614 which has a required in-service date of June 1, 2019.


eDART tickets 797401 and 797407 are currently not “on-time” due to the timing of the outage submittal. In order to meet the RTEP in-service requirement date of June 1, 2019, these two tickets are marked as emergency outages under Manual-03 Section 4.2.9.1. PJM is approving the outage requests associated with RTEP b2614 upgrade in order to complete the upgrade by the required in-service date. 2019 RTEP Status

PJM Pseudo-Tie M2M Qualification Preliminary Results

The following document pertains solely to the PJM Pseudo-Tie M2M Qualification Test and contains preliminary results as of February 7th, 2019. Results identify physical external resources that pass the preliminary M2M Qualification Test and do not represent a list of resources that qualify as a PJM Pseudo-Tie resource. Additional criteria and information pertaining to Pseudo-Tie resources can be found on the PJM Dynamic Transfers web page.


PPL Siegfried Configuration

PPL is in the process of upgrading the Siegfried substation. The work is under a supplemental project to install a new GIS bus. As part of the upgrade, the Siegfried 230/69 transformers are also being replaced with new transformers. Once the new transformers are in service connected to the new 230 kV bus, the old transformers will eventually be removed from service and retired. The work at Siegfried are under various outages posted on the OASIS Outage Information page

AEP Facilities De-rates

AEP has performed a comprehensive review of its transmission facilities ratings within the PJM footprint and determined that certain facilities should be de-rated. Please see the list of affected transmission facilities below. The revised ratings will be effective on October 3, 2018. Please refer to the Ratings Information page for the current ratings in effect for all facilities including these de-rated AEP facilities.


Spurlock - Stuart & Spurlock - Meldahl Dam 345 kV Line Outages
The Spurlock - Stuart and Spurlock - Meldahl Dam 345 kV lines are scheduled to be out of service from March 20, 2018 to June 12, 2018 under eDART tickets 714775, 715816 and 715014. These outages are needed to reconductor a portion of the Stuart - Spurlock 345 kV line and to replace a wave trap in order to increase the line ratings. The upgrades are under RTEP b2879.1 and b2879.2, which have a required in-service date of June 1, 2018. The projects are expected to provide the rating increases as shown below:

Background

The Killen and Stuart owners notified PJM on March 20, 2017 of their plan to deactivate both plants on June 1, 2018. As a result, PJM performed deactivation studies and determined that several system upgrades are required. These upgrades are listed in the RTEP plan with the driver as generator deactivation of the Killen and Stuart plants. The PJM Board of Managers approved these upgrade projects on July 25, 2017. EKPC accepted construction responsibility for project b2879.2 on August 25, 2018 and subsequently submitted the required transmission outages to PJM in September 2017.


Due to the timing of the generation retirement announcement and the development of the planning criteria violation mitigation plan, the required transmission outages could not have been submitted in accordance with PJM’s on-time transmission outage submittal rules as outlined in Manual 3, Section 4. Therefore, PJM is approving the outage requests associated with the Stuart-Spurlock 345 kV line to expedite these particular system upgrades.
